CAD Latam is an independent research center dedicated to the critical analysis and strengthening of democratic institutions in Latin America. We combine high-quality scientific research, the promotion of fundamental democratic values, and strategic collaboration with partner institutions.

We guarantee objective analysis, free from political, religious or trade union influences, and we promote a democratic model that integrates economic growth, social cohesion and respect for fundamental rights.

Disinformation and Propaganda

We study how the attention economy, digital propaganda, and generative artificial intelligence are reshaping the public sphere in an ecosystem where virality displaces truth and institutional trust is eroded. We investigate influence operations and disinformation, and the critical capacities that allow us to resist them without succumbing to censorship.

Racketeering

We investigate transnational organized crime not as a public security problem, but as an actor that challenges the state for territory and legitimacy. We analyze its adaptive nature, criminal governance, the illicit flows of weapons and money from north to south, and the institutional responses that fail to foster its resilience.

Technology Transfer

Leads: Sascha Hannig

We analyze how Latin America imports technology and surveillance without falling into the false dichotomy between security and freedom. We study the dependence on suppliers that bring with them governance models, the biases of algorithmic surveillance, and the technological sovereignty that allows integration into the world without subordination.

Geoeconomics

We analyze how political instability—both national and international—and the economic coercion of major powers impact markets, critical supply chains, and democratic institutions in Latin America. Trade and economic dependence have become instruments of pressure that the entire region feels.

Food Resilience

We study the vulnerability of food systems to climate, health, and geopolitical disruptions that alter crops, supply, and prices. Food security is now a matter of democratic stability: where food is scarce or becomes more expensive, institutional frameworks are strained.
